The email-templates package now uses the i18n (internationalization) library to translate email content based on user language preferences. This commit refactor the role management, removing the dependencies on account ids throughout our system. Reorganized the code by introducing a core package that contains common code related to monitoring and moved all the service operations like error capturing and identification of users into their respective packages. Now, instead the full locale, only the language segment is considered when determining if the locale is accepted.
